The Competition Council and the International University of Rabat (UIR) have signed a framework partnership agreement aimed at strengthening their institutional cooperation in the fields of training, scientific research, and the promotion of a culture of competition. This agreement is part of a dynamic of bringing together regulatory institutions and the academic world, with the objective of consolidating transparency and fairness in economic relations and promoting a better understanding of the issues related to competition law, economics, and governance. <p><strong>The Competition Council and the International University of Rabat (UIR) have signed a framework partnership agreement aimed at strengthening their institutional cooperation in the fields of training, scientific research, and the promotion of a culture of competition.</strong></p>
<p>This agreement is part of a dynamic of bringing together regulatory institutions and the academic world, with the objective of consolidating transparency and fairness in economic relations and promoting a better understanding of the issues related to competition law, economics, and governance.</p>

In this context, this meeting provided an opportunity to exchange views with journalists on various issues related to competition law and economics, as well as recent developments in this field. It was an opportunity to present some cases handled by the Council and to focus on an important theme by international experts, namely &#8220;Digital markets: between innovation, competition, and media responsibility&#8221;. This meeting was also marked by the awarding of the &#8220;Competition Council Research Awards&#8221; to the winners whose work was selected following the third edition of this competition, launched by the Council in June 2025, to award a research prize to reward doctoral theses and master&#8217;s theses in economics, management, and competition law. In this context, the 1st prize was awarded to Mrs. Kenza KHABIR for her master&#8217;s thesis on &#8220;the application of competition law in public markets&#8221;, the 2nd prize was awarded to Mrs. Zineb MOUTAMENI for her master&#8217;s thesis on &#8220;the control of economic concentration operations in Morocco&#8221;, and the 3rd prize was won by Mrs. Soukaina MASLI for her master&#8217;s thesis on &#8220;consumer welfare in competition law: a study in Moroccan and comparative law&#8221;.</p>

					<description><![CDATA[<p>The Competition Council and the National Integrity, Prevention and Anti-Corruption Authority (INPPLC) signed, on Thursday, December 25, 2025 in Rabat, a cooperation agreement aimed at strengthening institutional coordination and complementarity between the two independent constitutional bodies, in order to enhance transparency, integrity, regulation of economic practices and good governance. This agreement is part of the missions assigned to the two institutions by the Kingdom's Constitution and the laws that govern them. It reflects a common desire to converge efforts in preventing and combating practices contrary to the principles of free and fair competition in economic relations, market integrity and principles of integrity in economic and administrative management, in the service of the general interest. Within the framework of this agreement, the two Parties commit in particular to: Strengthen the prevention and repression of anti-competitive practices and acts of corruption, by promoting a coordinated and complementary approach. Develop joint actions for training, capacity building and exchange of expertise in the fields of competition control, corruption prevention, business ethics and governance; Organize awareness-raising activities, conferences, seminars and workshops on common interest topics; Strengthen the exchange of information and data on commercial practices and risky situations that could distort competition or undermine market integrity; The agreement also provides for the establishment of a joint implementation and monitoring mechanism, aimed at ensuring close coordination between the Parties in the development, execution and evaluation of action plans, for the effective implementation of its provisions. It represents an important step in strengthening institutional cooperation and complementarity in support of a more transparent, competitive national economy based on the principles of integrity, responsibility and trust in market regulation mechanisms.</p>

<p>This meeting brought together <strong>representatives of the Government, governance bodies, national, international, and regional institutions and organizations</strong> &#8211; notably from Africa and the Middle East &#8211; as well as <strong>socio-economic actors</strong> concerned with the issues raised by the rise of digital platforms, as well as <strong>experts</strong> and <strong>specialists</strong> in related matters.</p>
<p>The choice of this theme comes in a context where <strong>digital platforms are redefining modes of production, distribution, intermediation, and consumption</strong>, while raising new challenges in terms of competitive regulation, transformation of professions, and social impacts.</p>
<p>Through this conference, the Competition Council has initiated a <strong>structured and multidisciplinary debate</strong> on the economic, social, and competitive effects of these changes. The exchanges have made it possible to review the reform projects underway in this framework, to cross institutional, economic and technological perspectives, and to identify areas for reflection on the balances to be established in an increasingly digitalized economy. The work focused on three main <strong>axes</strong>:</p>
<ol>
<li><strong>Sales platforms: new competitors or essential intermediaries</strong> &#8211; redefinition of distribution channels and the issue of competitive loyalty;</li>
<li><strong>Platforms and their social impacts</strong> &#8211; economic inclusion, work precariousness and digital inequalities;</li>
<li><strong>E-commerce, payment methods and cybersecurity</strong> &#8211; technological innovations, digital sovereignty and personal data protection.</li>

<p>This event was a <strong>key moment of exchange and sharing of best practices</strong>, contributing to the design of a <strong>modern and inclusive economic governance</strong>, serving <strong>citizens</strong>, <strong>businesses</strong> and <strong>States</strong>.By placing this initiative in a dynamic of openness and international cooperation, the Competition Council reaffirms its commitment to promote a <strong>fair, competitive, and digitally responsive economy</strong>.</p>
