					<description><![CDATA[<p>Eager to encourage cooperation in the field of competition law and policy, the Council has been involved in several negotiations with National Competition Authorities and international organizations since its reactivation to sign Partnership Memoranda. National Commission for Markets and Competition of the Kingdom of Spain: Memorandum of Understanding signed on January 28, 2019 in Madrid. It aims to develop exchanges in the areas of regulatory engineering and jurisprudence in competition policies and law; and to exchange best practices related to investigation and inquiry methods, as well as procedures for conducting sector studies. It also aims to promote cooperative relations between economic governance authorities and national regulatory bodies. Competition Authority of Portugal: A meeting focused on strengthening bilateral cooperation took place in Lisbon on April 10, 2019. It focused on examining the areas of cooperation between the two national economic governance institutions. It was also agreed, during this meeting, to establish a conventional framework allowing the exchange and sharing of best practices between the two institutions in competition policies and law, as well as in strengthening the capacities of instructors, reporters, and investigators from both institutions. World Bank Group: Following an exchange process and meetings between World Bank Group experts and Council teams, the proposed cooperation program would revolve around the following components: Development of the institutional framework to support the effective implementation of competition policy Strengthening antitrust framework to address anticompetitive practices and limit the negative effects of concentrations Promotion of competition in sectoral policies. UNCTAD: A partnership request was negotiated in December 2018 during the UNCTAD/MENA workshop. Its formatting is currently in progress. 					<description><![CDATA[<p>The Competition Council of the Kingdom of Morocco and the Competition Council of the State of Libya proceeded to the signing of a memorandum of understanding on Tuesday, March 07, 2023, in Rabat. This memorandum signed by Mr. Ahmed Rahhou and Mr. Salama Ibrahim Ghwiel, presidents of the two institutions, further strengthens the partnership relations between the Kingdom of Morocco and the State of Libya. Indeed, this memorandum of understanding will enhance bilateral cooperation between the two institutions in the field of competition protection, promotion of competition, improvement of the business climate and good governance, through the fair application of competition law. To this end, the two parties have agreed to implement efficient working mechanisms aimed at exchanging expertise and best practices, training in various topics related to economics and competition law, and investigations. The said memorandum also aims at developing and strengthening the capacities of rapporteurs and investigators, as well as reviewing and studying legislation concerning competition law.</p>
