In accordance with the provisions of Article 14 of Law 20-13 on the Competition Council, the Permanent Commission of the Council held a meeting on Monday, October 31, 2022 at 09:30, under the chairmanship of Mr. Ahmed Rahhou, President of the Competition Council, to examine the cases submitted to it by the Council’s investigative services.
At the beginning of its work, the Permanent Commission approved the minutes of its meeting held on October 28, 2022.
The Permanent Commission then decided to authorize the following economic concentration operations:

- Acquisition by the company ‘Pigments Spain S.L.’ of the exclusive control of parts of assets and liabilities and of certain companies constituting the entire global ceramic tile coating business of ‘Ferro Corporation’;
- Acquisition by the Alimak Group Management AB of the exclusive control of the company TI Développement SA, through the acquisition of 100% of the shares and voting rights of the latter;
- Joint control acquisition of Mamda Ré SA by Banque Centrale Populaire SA, through the acquisition of an additional 25% of the shares of its share capital and the related voting rights;
- Acquisition by Aramco Overseas Company B.V., a wholly owned subsidiary of ‘Saudi Arabian Oil Company’, of the exclusive control of the ‘Global Products’ business unit of Valvoline, Inc.;
- Acquisition by the company LSF11 Skyscraper Investments Sarl (MBS Investments Sarl currently) of the construction chemistry business (EB Business) previously owned by BAS;
- Acquisition by the company ‘ARTEFACT S.A.S’ of 100% of the shares and voting rights of the company ‘ADALYNE SARL’.
