The Permanent Commission of the Competition Council held its meeting, via videoconference, on Friday, February 05, 2021 at 3:00 PM, under the chairmanship of Mr. Driss Guerraoui, President of the Competition Council.
At the beginning of the meeting, the Permanent Commission approved the minutes of its meeting held on January 26, 2021.
Furthermore, the Permanent Commission, noting the absence of impacts on competition in the relevant national markets, made decisions to authorize the following four economic concentration operations:

- The indirect joint control acquisition of the specialty phenolic resins business of ‘Hexion Inc.’ by ‘Black Diamond Capital Management LLC’ and ‘Fusion Investment SARL’;
- The exclusive indirect control acquisition by Latour Capital Management of the capital and voting rights of certain Solvay group companies active in the chemical products supply sector;
- The exclusive indirect control acquisition by Magna Inc., of a production site located in Bordeaux, France, currently operated by Getrag Ford transmissions Gmbh, a Joint Venture owned 50/50 by Ford and Magna International;
- And the exclusive indirect control of Garda World Security Corporation through a public offer for the acquisition of 51% of the shares and voting rights of G4 S plc;

On the other hand, the Permanent Commission decided to further investigate the economic concentration project concerning the acquisition by Volkswagen AG, through Volkswagen Car.SW Org Wolfsburg AG, of assets related to the camera software business of Hella Aglaia Mobile Vision GmbH.
