Eager to encourage cooperation in the field of competition law and policy, the Council has been involved in several negotiations with National Competition Authorities and international organizations since its reactivation to sign Partnership Memoranda.

National Commission for Markets and Competition of the Kingdom of Spain:

Memorandum of Understanding signed on January 28, 2019 in Madrid. It aims to develop exchanges in the areas of regulatory engineering and jurisprudence in competition policies and law; and to exchange best practices related to investigation and inquiry methods, as well as procedures for conducting sector studies. It also aims to promote cooperative relations between economic governance authorities and national regulatory bodies.

Competition Authority of Portugal:

A meeting focused on strengthening bilateral cooperation took place in Lisbon on April 10, 2019. It focused on examining the areas of cooperation between the two national economic governance institutionsIt was also agreed, during this meeting, to establish a conventional framework allowing the exchange and sharing of best practices between the two institutions in competition policies and law, as well as in strengthening the capacities of instructors, reporters, and investigators from both institutions.

World Bank Group:

Following an exchange process and meetings between World Bank Group experts and Council teams, the proposed cooperation program would revolve around the following components:

  • Development of the institutional framework to support the effective implementation of competition policy
  • Strengthening antitrust framework to address anticompetitive practices and limit the negative effects of concentrations
  • Promotion of competition in sectoral policies.

UNCTAD:

A partnership request was negotiated in December 2018 during the UNCTAD/MENA workshop. Its formatting is currently in progress.

Memorandum of Understanding with Chile:

This Memorandum aims to establish a general framework for bilateral cooperation between the two National Authorities through the exchange of information on legislative, regulatory developments, as well as jurisprudence in competition law and policy, sharing of best practices and experiences in investigations of competition rule violations, sector studies, and the preparation of annual activity reports and experiences between the two National Competition Authorities and sectoral regulatory authorities of both countries.
