Meeting of the Permanent Commission

The Permanent Commission of the Competition Council held its meeting at the Council’s headquarters on Thursday, July 02, 2020, under the chairmanship of Mr. Driss Guerraoui, President of the Council.

Following a thorough examination of the first item on the meeting agenda, the Permanent Commission decided to authorize the economic concentration operation related to the acquisition by the company “London Stock Exchange Group plc” of the share capital of the company “Refinitiv Parent Ltd”.

The Permanent Commission also examined the point concerning the manual of procedural instructions. In this regard, the Vice-President of the Council, Mrs. Jihane Benyoussef, emphasized that the first title of the guide has been maintained, as adopted by the Plenary Formation of the Council, and that it will be improved by the decisions and jurisprudence of the Council highlighting the grounds for inadmissibility, the standing to act, and this in chronological order.

The document translation was carried out with the assistance of the translation officer within the Council. To this end, it was decided to entrust Mrs. the Vice-President and the General Rapporteur to finalize the final version of the manual of procedural instructions, complementing it with the work done by Mr. the Secretary-General, the General Rapporteur, and the Deputy General Rapporteur.

Furthermore, the President of the Council informed the members of the Permanent Commission of the following two points:

• • • • • The conclusion of a cooperation agreement BETWEEN the Competition Council and the Ministry of National Education, Vocational Training, Higher Education and Scientific Research on Thursday, July 09, 2020, at 4:00 p.m. at the Council’s headquarters;
        • The proposal of a self-referral at the initiative of the General Rapporteur, and at the request of the President of the section responsible for Agreements, with a view to examining possible anticompetitive practices aimed at establishing a mandatory minimum fee for the fees of chartered accountants. This initiative will be submitted for approval at the next Plenary Formation meeting in October 2020.

The Permanent Commission had previously approved the minutes of its meeting held on June 22, 2020.
