The Permanent Commission of the Competition Council held its meeting, via videoconference, on Friday, April 24, 2020, at 11:00, under the chairmanship of Mr. Driss GUERRAOUI, President of the Council.
After a thorough examination of the first two items on the meeting agenda, the Permanent Commission made two decisions authorizing economic concentrations:

- The first decision concerns the exclusive control of the company “International SAS Exxelia” by the company “Care Holding S.A.S” exclusively controlled by the company “HLD Europe SCA“, as the operation will not have any effect on competition;
- The second decision relates to the concentration operation concerning the acquisition of 46.42% of the company “MK Holding” by the company “Cursus HoldCo“, as the said operation will not have any effect on competition.

Subsequently, the Permanent Commission declared two appeals inadmissible, as they do not fall within the competence of the Competition Council:

- The appeal filed by the company “Wafanégoce” regarding the degree of compliance with competition rules by Crédit Agricole du Maroc;
- The appeal forwarded to the Council by the National Federation of Self-Drive Vehicle Rental concerning the rescheduling of debts of agencies operating in the sector.

At the end of the meeting, the President informed the Members of the Permanent Commission about three different points:

- The measures taken to allow the new rapporteurs to take an oath before the Court of First Instance of Rabat on Monday, April 27, 2020;
- The scheduling of the examination of the file concerning competition in the pharmaceutical sector, during the 7th ordinary session of the Plenary Formation of the Council, scheduled for Thursday, June 25, 2020;
- The continuation of the Council’s action in international relations by organizing, on Wednesday, April 29, 2020, via videoconference, a joint session with the World Bank on the theme of sharing experiences regarding digital evidence acquisition mechanisms. The President indicated that this sharing session is part of the Council’s ongoing efforts to strengthen the capacities of its rapporteurs.
