As part of its mission to regulate the competitive functioning of markets, the Competition Council received, on May 2, 2025, two submissions concerning access conditions to the ticketing services market for sports events.

After several exchanges with the parties involved in a spirit of full cooperation, the National Company for the Realization and Management of Sports Facilities (SONARGES) formalized its commitment to guarantee transparent, fair, and non-discriminatory access conditions to ticketing services for the use of facilities managed by the latter in order to ensure the smooth running of events and to provide a satisfactory customer experience, while respecting regulatory and security requirements.

This approach was materialized by SONARGES setting up a structured system including:

  • Establishment of a referencing system to which ticketing service providers will be subject, including the platform Tadakir.ma developed by SONARGES. This system is based on specifications defining the technical requirements for compatibility with access control systems, as well as security standards, data confidentiality, and service quality. Only referenced providers are eligible to manage ticketing for events organized in facilities managed by SONARGES;
  • Implementation of a transparent and non-discriminatory referencing procedure, after which candidate providers may be evaluated by an independent information systems audit firm;
  • The possibility for each event organizer to freely select the referenced provider of their choice for each event;
  • Signing of a tripartite agreement bringing together SONARGES, the event organizer, and the ticketing provider, in order to clarify the responsibilities of each party and to frame the practical, technical, financial, and contractual terms of the service.

These commitments made by SONARGES aim to ensure the neutrality of market access conditions and respect for the principles of equal treatment, while preserving the security, quality, and transparency of the services provided. The structuring scope of these measures led the submitting party to officially present its withdrawal, which was formalized in accordance with the provisions of Law No. 104.12 on price freedom and competition, as amended and supplemented.

The Competition Council commends the constructive spirit and full adherence of all parties involved in this approach, which led to the closure of the case amicably, without the need to initiate contentious proceedings to preserve a healthy and open competitive environment, to the benefit of market operators and end consumers.

The Council remains fully committed to ensuring the proper implementation of the commitments made, in accordance with the provisions of the aforementioned Law 104.12.
