In accordance with the provisions of Article 14 of Law No. 20-13 on the Competition Council, the Permanent Commission of the Council held a meeting on Monday, November 21, 2022 at 09:30, under the chairmanship of Mr. Ahmed Rahhou, President of the Competition Council, to examine the files submitted to it by the Council’s investigating services.
At the beginning of its work, the Permanent Commission approved the minutes of its meeting held on November 14, 2022. The Permanent Commission then decided to authorize the following economic concentration operations:

- Exclusive takeover of Promaghreb SA by Toscana Gomma through the acquisition of all shares and voting rights thereto;
- Takeover by NGE Contracting SAS of Avanzit Technologie Maroc SA through the acquisition of 100% of the share capital and voting rights thereto;
- Acquisition by “Sherwin-Williams Company” of the exclusive control of “Industria Chimica Adriatica S.P.A” through the acquisition of all its share capital and voting rights thereto;
- Acquisition by “Hitachi Rail” of the railway signaling business of “Thales SA”;
- Acquisition of indirect exclusive control by “Plastic Omnium SE” of “Hbpo Beteiligungsgesellschaft GMBH” through the acquisition of an additional 33.33% of the share capital and voting rights thereto;
- Joint direct control of Holding Générale d’Education SA (HOLGED) by “Africa50-Project Finance” through the acquisition of 17.36% of its share capital and voting rights thereto.
