Press release from the Competition Council regarding the economic concentration project related to the merger between the company “Akzo Nobel N.V.” and the company “Axalta Coating Systems Ltd.”

In accordance with the provisions of Article 14 of Law 20-13 concerning the Competition Council, the Permanent Commission of the Council held a meeting on Monday, October 4, 2021 at 9:30 a.m., under the chairmanship of Mr. Ahmed Rahhou, President of the Competition Council, to examine the files submitted to it by the Council’s investigative services.

The Permanent Commission then made decisions to authorize the following two economic concentration operations:

        • The acquisition by the company VINCI S.A. of the exclusive control of the company Cobra, Servicios Comunicaciones y Energía S.L.U, and its subsidiaries;
        • The acquisition by the companies “Maghreb Private Equity Fund IV” and “Maghreb Private Equity Fund IV LLC”, investment funds managed by Emerging North Africa Ltd., of 75% of the shares and voting rights of the companies “ISGA Casablanca”, “ISGA”, “ISGA Marrakech”, “ISGA Fès” and “ISGA Rabat”.
