The Competition Council signed a twinning contract in December 2021 with Greece, Poland, and Italy.
The institutional twinning project between the Competition Council of the Kingdom of Morocco and a counterpart institution of a Member State of the European Union was approved by the European Union Delegation in Rabat at the end of December 2020 and then forwarded to the European Commission in Brussels. After a 5-month project review phase, the Commission issued a tender in June 2021, to which a consortium composed of three competition authorities from the following Member States responded:
– Greek Competition Authority (project leader)
– Poland (Junior Project Leader)
– Italy (Junior Project Leader)
This offer was submitted to a technical committee composed of representatives from the Competition Council, the European Union Delegation in Rabat, and the Directorate of the Treasury and External Finance (Ministry of Economy and Finance) as the contracting authority for the project. After evaluation, the Council gave a favorable opinion. The twinning contract was signed in December 2021 under the title: “Strengthening the institutional capacities of the Competition Council” and with reference number MA 18 ENI FI 01.
The Objectives of this twinning.
- Strengthening the institutional capacities of the Council;
- Sharing best practices in the fight against anticompetitive behaviors;
- Harmonization and convergence of legislation between Morocco and the European Union in competition law and economics.
The consortium proposes the following 4 components to meet the Council’s objectives:
- Component 1: support for the Council’s legal monitoring;
- Component 2: Updating the Council’s methodological tools in line with the shared acquis and best practices;
- Component 3: Strengthening the capacities of trainers and executives of the Council following its new legislative attributions;
- Component 4: Support for the promotion of a “competition culture”

- Actions fully funded by the European Union;
- Total budget allocated for the 4 components: 900,000 euros;
